Florida Department of Transportation (FDOT) Project Manager
is Jessica Tippett (904) 360-5504. Final Selection will be
made from Letters of Response. All letters of response are
to be submitted as attachments to E-Mail in Portable Digital
Format (PDF). Letters of Response (LOR) are not limited to
two pages (see Special Notes below), may include resumes and
other information to demonstrate the firms' qualifications,
but cannot exceed 1 MB in size. When submitting LOR, include
Financial Management (FM) number 20951376201 and firm name
on the subject line. Also, firms are required to indicate
their percentage of Disadvantaged Business Enterprise (DBE)
commitment on this contract or to fill out the attached DBE
Participation Statement and return it in PDF format along
with the LOR. Factors that will be considered in developing
final ranking recommendations are as follows: 1) Qualityj of
staff proposed for the project, 2) Performance grades
received by the consultants on current and past Department
projects or other verifiable performance data, 3) Volume of
work previously awarded to the consultants by the Department
with an emphasis on the equitable distribution of work among
qualified consultants as well as balancing the needs of the
project with the capacity of the consultant, 4) Proposed
utilization of certified DBE or Minority Business
Enterprises (MBE), 5) The location of the firms' offices in
relation to the project where pertinent. During the
acquisition phase of this project, Consultants are requested
to refrain from contacting District Staff to market their
firms until Final Ranking has occurred.
The Designers of Record are Kristina M. Price, P.E., HDR
Engineering, Inc.; Robert B. Jameson, IV, P.E., HDR
Engineering, Inc.; Arthur L. Shipley, P.E., CES, Inc.; and
Christopher A. Simoneaux, P.E., CES, Inc.
Special Notes: As with all Stimulus 2009 projects, this
project is pending Federal Funding approval and FDOT
authorization. This project stands alone and is subject to
the availability of funds. This Construction project is
Design-Build. Construction Engineering and Inspection
Services will be procured through the Optional Alternative
Selection Process (i.e. Fast Track). Selection will be
based on expanded Letters of Interest with a ten (10) page
limit (cannot exceed 1 MB in size).
Focus of relevant experience and qualifications of
the proposed firms and personnel is desired. Further, a
resume or work history sheet for the key positions of Senior
Project Engineer, Project Administrator, Contract Support
Specialist, Senior Inspector, and one other position chosen
by the Consultant shall be included in the ten (10) page
submittal with each resume or work history limited to one
(1) page per position.
The Technical Review Committee Meeting and the Scope
Clarification / Begin Negotiations Meeting will be held in
the Jacksonville Urban Office.
